PRIME Test and Technical Services has an opening for a full-time exempt Software Engineering Lead supporting the US Army Operational Test Command (OTC) Test Technology Support Services (TTSS) contract at Fort Hood, TX. The Software Engineering Lead will manage, oversee and support the IT staff and associated technical projects. This position is contingent upon contract award.

PRIME Test and Technical Services is preparing a proposal for the future performance of the US Army Test and Evaluation Command (ATEC) Operational Test Command (OTC) Test Technologies Support Services (TTSS) contract in Fort Hood, TX. The U.S. Army Test and Evaluation Command (ATEC) provides direct support to Army Futures Command and relevant, timely information to senior Army leaders to make future force decisions enabling Multi-Domain Operations through rigorous developmental testing and independent operational tests and evaluations.


Required Skills and Qualifications

  • Bachelor’s degree in Computer Science or a related field 
  • Five (5) years of relevant experience required 
  • Must have 5 years of experience providing customer service in IT support operations 
  • Have 3 years minimum supervisory experience in managing and leading IT personnel 
  • Excellent written and oral communication skills 
  • Must be Windows MCST and Security + certified. 
  • Must have a strong working knowledge of Microsoft Visual Studio and/or Microsoft Visual Studio Code 
  • Vast Knowledge in Microsoft Office (Word, Excel, PowerPoint, Visio), Adobe operations 
  • Technically proficient in providing high-level technical support for Windows operating systems 
  • Must have extensive experience working with HTML and CSS 
  • Must have proven experience developing applications with JavaScript 
  • Must have a valid driver license, without restrictions 
  • Experience working with system/network vulnerability scanning tools 
  • Experience in agile development methods 
  • Experience with MVC framework 
  • Experience with Microsoft SQL Server and developing custom queries 
  • Must be highly analytical and effectively able to troubleshoot and prioritize needs, requirements, and other issues. 
  • Must have excellent communications, teamwork, leadership, and conflict management skills. 
  • Must have extensive knowledge and understanding of the analysis, design, and coding concepts. 
  • Must have excellent written and oral communication skills, strong management skills, superior customer service skills, and be well organized. 
  • Must have the ability to assist others in prioritizing tasks and express a continued interest and proactive approach to learn and work with new technologies. 
 
Clearance
  • An active Top Secret clearance required and must be SCI eligible. 
  • Must be able to maintain the level of clearance required for this position. 

Physical Demands and Working Conditions
  • Must pass a pre-employment drug screening and physical and periodic retests 
  • Must be able to wear appropriate Personal Protective Equipment (PPE) for work tasks assigned 
  • Must meet the physical requirements necessary to perform operations outlined, performed, and stated in the section SOP’s 
  • Must be capable of lifting 50 lbs. unassisted 
 
Work Hours

  • Must be available during Fort Hood normal duty hours; except Federal holidays or when the Government facility is closed.

Essential Functions
  • Lead a team of software engineers that will develop and maintain software solutions to support enterprise level applications that are built using Microsoft .NET. Oversee and verify that the team utilizes security measures that will be based on applying baseline security configuration settings as defined in DoD Security Technical Implementation Guide (STIG) which includes conducting vulnerability scans and remediating findings 
  • Oversee, maintain, and support enterprise level applications that are built using Microsoft .NET and Microsoft Access 
  • Enforces Federal Information Security Management Act (FISMA) requirements 
  • Review system configurations to ensure compliance with security requirements and complies with established standards 
  • Develop reports in response to queries 
  • Executes tasks and projects 
  • Deploys upgrades, patches, and general security measures to secure and/or mitigate threats 
  • Must be available to answer incoming calls, coordinate support activities with their team, communicate with colleagues/senior management and the customer, verify the correct routing of help tickets, and ensure that their team is providing technical assistance to customers as needed.  
  • Support projects to include applications designed in both Microsoft .Net and Microsoft Access.  
  • Verify and support QA efforts, this includes documenting acceptance workbooks and assisting their team and users with acceptance testing of software deliverables.  
  • Documenting and implementing security principles, running regular sprint meetings, and the ability to lead a team to perform.

The Systems Engineering Lead will be responsible for leading and providing technical advice and direction to support personnel. This position is contingent upon contract award.

Required Skills and Qualifications
  • Bachelor’s Degree in a specialized or related scientific discipline and (15) fifteen years applicable experience; or a Master’s degree in specialized or related scientific discipline and (5) five years applicable experience. 
  • Five (5) years of experience gained within the last 10 years (2010 to present) in at least one of the following areas: Developmental test (DT), operational test (OT), and evaluation methods (includes test and evaluation (T&E) planning, test design, test readiness, test execution, data collection during test, evaluation of test or modeling data, and development of evaluation analysis plans and reports systems/subsystems. 
  • Experience conducting T&E of Army and Joint Service information systems and subsystems. 
  • Software application testing and network communication of ISR systems/subsystems to include at least one (1) year of experience in black box functional and system-level testing techniques (techniques in which the software tester does not have access to the source code itself). 
  • Oral and written communication such as briefings, writing technical papers, etc. (includes T&E plans and reports such as System Evaluation Plans (SEP), Test & Evaluation Master Plans (TEMP), Early Strategy Reviews (ESR), Concept In Process Reviews (CIPR), OT and/or DT Test Plans, Operational Test Agency (OTA) Milestone Assessment Reports, OTA Evaluation Reports (OER), OTA Assessment Reports (OAR), Capabilities and Limitations Reports (CLR), Safety Releases (SR), and Safety Confirmations (SC) for C4ISR systems/subsystems. 
  • Highly developed analytical, critical thinking, and problem-solving skills 
  • Strong organizational skills and attention to detail is a top priority  
  • Must share a commitment to maintaining a positive, collaborative work environment while simultaneously optimizing individual performance and contribution
